I was only there for an afternoon in transit, but downtown Helsinki is a compact and easy-to-navigate zone with a pretty park and riverside. Finland is not Scandinavia, and the language isn't Germanic. I can't otherwise compare it to Scandinavia as I haven't been there, but these places are supposed to be ferociously expensive, and Helsinki isn't so bad. I'm just not sure I'd want to be there in winter.
